Why do only the votes of people in marginal seats matter? Why don't we directly elect our leaders?

Breaking us into districts allows parties to divide and conquer us. It's what led to George W. Bush winning the US election in 2000, when Al Gore got more votes. It means that the votes of people in safe seats don't really matter.
