Can the water supply to a water heater be pre-heated?

My oil boiler indirectly heats my domestic hot water and normally works fine, however, during winter, the incoming water supply is very cold necessitating more hot water to temper it and leading to less available hot water. Is there a way of pre-warming the cold water supply to diminish this effect? I was thinking of an uninsulated storage tank equal to or greater than the hot water storage tank to allow the cold water to more nearly approach room temperature. Everything's in the basement where it's about 60 degrees.
