I'm not comfortable with my boyfriend... HELP PLEASE?

I'm fourteen, almost fifteen. ive been with my boyfriend for almost nine months and I trust and like him A LOT. he respects me and how I don't like a ton of PDA. whenever we're on the phone, though, he tries to make things ual and I just don't want that. sometimes I just go along with it, but mostly I just sit there silently. also, when we're alone, I'm definitely okay with making out, but I can tell he wants more. what do I do? please help me, I don't want to hurt him or our relationship but I want to find a way to talk to him about it.
